Radio Free Asia (RFA)’s programs listed below have proceeded to the Finalist level in the 2010 New York Festivals International Radio Programming & Promotion Awards®, according to NYF announcement last week .

With entries in from over 20 countries, NYF said this year’s Radio Awards® presented a strong competition.

According to the notification, in the current phase of the judging process, these works may be promoted to a Gold, Silver or Bronze trophy level. If  the work does not achieve trophy status, it will remain a Finalist and will receive a Finalist Certificate.  Medal winners will be notified in late August.

As I read the report, I felt something done for someone I talked to through my prison source in Rangoon. Cyclone Nargis hit and claimed nearly 140,000 lives and hundreds of million dollars damage in Irrawaddy Delta in lower part of the military-ruled impoverished southeast Asia country in first week of May, 2008. The man I talked to was a leader of cyclone prison riot I interviewed many times through a confident source while he was being brought out to special court trial weekly in late 2008. My source recorded every answer and questioned all the follow-ups I provided to investigate farther for more than four months. Since they were in prison with different crimes, mostly drug-abuses crimes, they did not have any political connection or knowledge to share out of their jail cells.

Now at least, their unwell-known struggle in notorious Insein prison against the prison authorities’ mistreatment and abuses, and secret trials and long term imprisonment by political charges, as well as their sufferings and losses, are now on public records under somewhat international radar.

In new AAPP report published January 29, 2010, it updates Insein Prison riot as follows.

“Additionally, a special court inside Insein Prison handed down sentences to 35 inmates for participating in a 2008 riot inside Insein Prison protesting the junta’s response to Cyclone Nargis; this despite overt misconduct on behalf of prison guards, who beat scores of detainees after quelling the riots, resulting in the deaths of nine inmates.”

AAPP’s new report replaces the old facts and figures from its previous prison riot death report–which was highly publicized in international news stories appeared in second week after Nargis fell in Burma.

Nine Beaten Dead in Insein Prison after Cyclone Nargis Riot

Burmese guards beat prisoners and deprived them of food after a riot following last year’s cyclone. A group of survivors was sentenced on Jan. 16 to additional terms of 2-12 years.

BANGKOK—Guards at Burma’s notorious Insein Prison savagely beat scores of inmates during interrogations that followed a disturbance during Cyclone Nargis nine months ago, and according to Radio Free Asia confidential sources, nine of those inmates died from the resulting injuries.

The internal interrogations at Insein Prison in the economic capital Rangoon were intended to identify prisoners responsible for the prison riot; and in addition to the beatings included depriving the inmates of water for four days and food for 11 days.

“We could not believe ourselves that, despite a Burmese saying that a person can live only seven days without food and one morning without water, we did survive without food or water but only beatings for that long,” a prisoner told to RFA.

“They beat us and forced us to confess, and mentally tortured us. They told us they would give us food if we confessed. But even after some confessed, they didn’t give them any food. Then 11 days later, we got a spoon of rice puree (known as rice glue) twice a day.”

The riot broke out after the prison had been pummeled by Cyclone Nargis on May 2 around midnight, tearing off the zinc roofs over the colonial buildings. Prisoners in Hall 3 and 4—wet, cold and hungry under heavy wind and rains for several hours—asked their hall-in-charges to relocate them. With hunger and impatience, some of them threatened or tried to break-out of the cells. During relocation into Hall 1, the assistant warden and more than 20 armed guards fell into an argument with the prisoners and they shot at the air.

“After about 30 shots, one of the bullets hit an iron bar, ricocheted off the wall, then hit prisoner Thein San in the chest. He started bleeding. The rest of the prisoners were trying to hide. While the rest were hiding, some young prisoners in prison hall no.8 started a fire,” the prisoner told RFA.

Thailand-based Assistance Association of Political Prisoners (Burma), AAPP, said in its May 6 statement that the fire gave off thick smoke which spread even to the cell blocks where Min Ko Naing, Burma ’s most famous political prisoner and other political prisoners were being held. AAPP’s Bo Kyi says Burmese officials are to blame for what happened.

“It is the responsibility of authorities to relocate prisoners when a natural disaster like this happens. Despite that responsibility, the authorities neglected the prisoners for a long period of time, so they had every right to demand relocation. It is inhumane to shoot, beat and sentence them as if they were just trying to stage a riot.”

According to RFA sources, the prisoners suspected of trying to break the iron bars were moved to the main prison tower and beaten on their heads and backs. Authorities forced each of them to inform on the others. Wai Moe, a leading suspect of setting fire inside the cellblock, and others including Khin Kyaw, Soe Kyaw Kyaw, Tun Lin Aung, and Aye Min Oo were badly beaten and hospitalized for months with injuries, according to family friends. The interrogation process took several weeks and resulted in 103 inmates being identified as rioters, 41 of whom were considered key suspects.

Initial reports that over 30 inmates had been shot to death in the melee proved false.

“First we heard more than 30 prisoners died (during the incident), and they posted a notice outside the prison that all the listed persons involved in Nargis are missing, injured, or dead. So our families gave food and merit to charity because they thought we had died already in prison. It was later that I learn with certainty that nine prisoners, including Chit Loon a.k.a Kapali, were killed and cremated at Yeway Cemetery,” a prisoner told RFA during an exclusive interview.

Police have confirmed that nine months after the incident, a secret court gave inmates sentences of two to twelve years for their alleged roles in the prison riot. Twenty-eight inmates received sentences up to two years each on January 11 by Rangoon’s Special Southern District Court held inside Insein. Wai Moe and six others were given 12 years for arson, damaging public property and provoking the riot, according to sources close to the trial and prisoners.

A prisoner told RFA that Chit Loon a.k.a. Kapali had appeared previously before the same Southern District Court judge. So when he didn’t appear this time, the judge asked, “Why is he not here?” and the answer was, “He’s dead.” When the judge asked, “How did he die?” the prisoners explained to him what had happened.

U.N.’s Special Rapporteur for Human Rights Tomas Quintana requested a thorough and transparent investigation on the killings in his U.N. Human Rights Council report on June 3, 2008. However, the Burmese ambassador to the U.N. denied that anyone had died. Rather he reported that authorities were instituting criminal proceeding against 41 prisoners for causing the fire.

But the AAPP’s Bo Kyi says it is Burmese officials who should be criminally charged – not the prisoners.

“By any prison procedure under international conventions, beating or any kind of torture is not a punishment. Perpetrators of beating should be convicted of their actions. If it is not, (we have to believe that) torturing prisoners is a state policy.”

For now, U.N. Rapporteur Quintana has declined to comment on the specifics of this case except to say he had previously told the U.N. General Assembly there are quite a few problems related to the treatment of prisoners in Burma regarding basic necessities such as food and health care, that he is continuing to investigate what happened inside Insein Prison the night that Cyclone Nargis hit, and that he will present his findings to the U.N. Human Rights Council in March.

နာဂစ္အုပ္စုလိုႛ အင္းစိန္ေထာင္မွာ နာမည္ရသြားတဲ့ ဒီအမႈတြဲေတြထဲက အကဵဥ္းသားေတၾကို ၂၀၀၉ ခုႏွစ္ ဇန္နဝၝရီလ ၁၆ ရက္ေနႛမႀာ အထူးတရား႟ံုးက ျပစ္ဒဏ္ေတြ စီရင္ခဲ့တယ္လိုႛ သိရပၝတယ္။ ဒီလို စီရင္ရာမွာ မီးေလာင္မႈနဲႛ ဆူပူမႈျဖစ္ေအာင္ ဖန္တီးခဲ့တယ္ဆိုတဲ့စြဲခဵက္နဲႛ ကိုေဝမိုးအပၝအဝင္ ၇ ဦးကို ေထာင္ဒဏ္ ၁၂ ႏွစ္စီ ခဵမႀတ္ခဲ့ပၝတယ္။ ကဵန္သူေတၾကိုေတာ့ ေထာင္ဒဏ္ ၂ ႏွစ္စီ ခဵမႀတ္ခဲ့တယ္လိုႛ မိသားစုနဲႛ နီးစပ္သူေတြက ေျပာပၝတယ္။

Zarganar’s mother, who was in the first interview, was passed away at 84 on March 20, 2009, while her comedian son had been sentenced to 65 years and transferred to Myintkyina prison, Burma’s one of the remote prisons in northern Kachin State.

ကိုဇာဂနာရဲ့ ေမြးေန႔ အေၾကာင္းနဲ႔ အကယ္ဒမီအေၾကာင္း ကိုေက်ာ္သူနဲ႔ေမးျမန္းခဲ့တာကို လူအမ်ားစိတ္၀င္တစား ၀င္ေရာက္ဖတ္ၾက နားေထာင္ၾကတာေတြ႔ရေတာ့ ကိုဇာဂနာ အဖမ္းခံရျပီလို႔ ေသခ်ာသြားတဲ့အခ်ိန္ ကိုေက်ာ္သူနဲ႔ ကိုဇာဂနာမိခင္ၾကီး ေဒၚၾကည္ဦးတို႔ကို က်ေနာ့္ဆက္သြယ္ေမးျမန္းျပီး လြတ္လပ္တဲ့ အာရွအသံ (အာအက္ဖ္ေအ) ေရဒီယိုကေန ထုတ္လႊင့္ခဲ့ဖူးတာကို က်ေနာ့ ဘေလာ့ဂ္မွာ အမွတ္တရ ျပန္တင္လိုက္တာပါ။

ကိုဇာဂနာကို ကေလးဘ၀ ၈ တန္းေက်ာင္းသားကတည္းက ျမန္မာ့ရုပ္ျမင္သံၾကားကလာတဲ့ အျငိမ့္ခန္းေတြမွာ မျပတ္တန္းၾကည့္ဖူး။ ၾကိဳက္ဖူးခဲ့ပါတယ္။ သူ႔စိတ္ကူးနဲ႔ သူ႔အေျပာအဆို ေလယူေလသိမ္းကအစ သေဘာက်ခဲ့တာ ႏွစ္ေပါင္း ၂၀ သာေက်ာ္လာပါတယ္။ အၾကိဳက္မပ်က္ပါ။

ရန္ကုန္ စာေပေလာကနဲ႔ စာနယ္ဇင္းေလာကကို ၁၉၉၉ မွာ ေရာက္လာေပမယ့္ ကိုဇာဂနာနဲ႔ သိပ္မဆံုခဲ့ရပါ။

၂၀၀၁ ေလာက္က ဆရာစံခန္းမမွာ လင္းဦးတာရာ ကိုေအာင္(ကိုေအာင္စိုးမင္း)က ျပင္သစ္သူ မခ်ိဳခ်ိဳကို မင္းသမီးအျဖစ္ ပြဲထုတ္ျပီး အျငိမ့္ဗီဒီယိုရိုက္ေတာ့ က်ေနာ့ကိုပါ လိုက္ၾကည့္ဖို႔ ေခၚေတာ့ လိုက္သြားပါတယ္၊ အဲဒီမွာ ကိုဇာဂနာနဲ႔ ကိုငွက္ေပ်ာေက်ာ္တို႔ကို လူခ်င္းေတြ႔ဖူးပါတယ္။ လူခ်င္းမိတ္ဆက္ေပးေတာ့ က်ေနာ္ အယ္ဒီတာလုပ္ေနတဲ့ ျမန္မာသစ္ဂ်ာနယ္အေၾကာင္း နည္းနည္းေျပာျဖစ္ပါတယ္။ ဒီတခါပဲ လူခ်င္းေတြ႔ဖူး စကားေျပာဖူးပါတယ္။

အျပင္ေရာက္လာျပီး ေရဒီယိုမွာ အသံလႊင့္၀န္ထမ္း၀င္လုပ္ေတာ့ သူ႔ေျပာတာ၊ သူလုပ္တာေတြ ပိုသိျမင္ၾကားေတြ႔လာရပါတယ္။

ဒါေပမယ့္ အေၾကာင္းမဆံုေတာ့ အင္တာဗ်ဴးတို႔ သတင္းတို႔ မလုပ္ျဖစ္ပါ။ တျခားသူေတြ လုပ္ၾကတာမ်ားပါတယ္။

၂၀၀၈ ဇြန္လ ၄ ရက္ ည ၁၀ နာရီခန္႔က ခဏဆိုျပီး အာဏာပိုင္ေတြက ကိုဇာဂနာကို လာျပီး ေခၚသြားတာ ေနာက္ရက္ေတြမွ ဖမ္းတာမွန္း ေသခ်ာသြားပါတယ္။  နာဂစ္ဆိုက္ကလုန္းမုန္တိုင္းက်အျပီး ကယ္ဆယ္ေရးအလုပ္ေတြကို ၾကိဳးၾကိဳးစားစားလုပ္ေနခ်ိန္ တလခန္႔အၾကာမွာ အဖမ္းခံရျဖစ္ပါတယ္။

သူအဖမ္းခံရတယ္လို႔ အေသခ်ာေျပာႏုိင္တဲ့ ဇြန္ ၆ ရက္ေန႔ကေတာ့ တာ၀န္က်တဲ့ေန႔လည္းျဖစ္ေတာ့ ကိုဇာဂနာရဲ့ အေမ ဆရာမၾကီး ေဒၚၾကည္ဦးနဲ႔ ကယ္ဆယ္ေရးလုပ္ေနတဲ့ သူ႔လို ျပည္သူခ်စ္ ထင္ရွားတဲ့ အႏုပညာရွင္ (ဆြမ္းေလာင္းျပီး ကုသုိလ္ယူဖက္) ကိုေက်ာ္သူတို႔ ကို က်ေနာ္ ဆက္သြယ္ေမးျမန္းျပီး သတင္းယူခဲ့ပါတယ္။

ဒီဆက္သြယ္ေမးျမန္းခ်က္ေတြထဲက ကိုဇာဂနာရဲ့ အေမ ဆရာမၾကီး ေဒၚၾကည္ဦးဟာ ၂၀၀၉ (မႏွစ္က) မတ္လ ၂၀ ရက္ေန႔ အသက္ ၈၄ ႏွစ္အရြယ္မွာ ကြယ္လြန္သြားခဲ့ပါတယ္။ စိတ္မေကာင္းစရာက ကိုဇာဂနာဟာ ေထာင္ဒဏ္ ႏွစ္ရွည္ခ်ခံထားရျပီး ျမစ္ၾကီးနားေထာင္ကို ေရာက္ေနခ်ိန္ျဖစ္ပါတယ္။

ဆက္သြယ္ေမးျမန္းခ်က္ေတြကို ေအာက္မွာ နားဆင္ၾကည့္ႏိုင္ပါတယ္။

“က်ေနာ္တို႔က ေမြးဖြားလာျပီးေတာ့ ေသဆံုးမယ္။ ေမြးဖြားတာနဲ႔ ေသဆံုးတာၾကားမွာ အခ်ိန္ အခိုက္အတန္႔ေလးရွိတယ္။ ဒီအခ်ိန္အခိုက္အတန္႔ေလးမွာ အမ်ားအတြက္ တန္ဖိုးရွိတဲ့ လုပ္ငန္းေတြလုပ္သြားတဲ့သူေတြရွိသလို ကိုယ့္အတြက္ခ်ည္းပဲ လုပ္သြားတဲ့သူေတြရွိတယ္။ အဲလိုအမ်ားအတြက္ လုပ္တဲ့အခါမွာ အမ်ားအတြက္လည္းလုပ္တယ္။ ကိုယ့္သံသရာအတြက္လည္း အက်ိဳးရွိေအာင္ လုပ္ၾကပါလို႔ က်ေနာ္ ေျပာခ်င္ပါတယ္။”

About 3 thousands Burmese women migrant workers from Top Form bra factory in Thailand-Burma border town of Mae Sot stage a mass protest against the employer for their rights. It is the resumption of the walk out two days ago sparked over brutal beating of visiting relatives of a worker who were rumored to be death, according to Burmese labor rights activists in Mae Sot.

Friday’s beating of two visiting relatives turned the anger of mistreated Burmese workers for overnight protest which resulted massive firings of workers by the factory management, Myo Zaw from Yaung Chi Oo workers group told RFA.

With frustration and anger over the practices, workers continue the strike against the management. Sunday mass rally attracts not only attention of the management, but also the local Thai authorities.

About noon, local Thai authorities come to the protest ground, a Buddhist monastery compound in suburban Mae Sot, and meet with protesting workers. They propose a 8-point demand for their rights, including good treatment, holiday benefits and fair payment. Finally the factory management agrees all of the demand.

Top Form is a fashion lingerie factory owned by Hong Kong-based Top Form International which has factories in China, the Philippines and Thailand. According to its cooperate website, Thailand factories produce 35% of its annual manufacturing output and mostly exported to the United States markets.

Mae Sot factory currently employ about 8000 women migrant workers from Burma.

Radio Programs on Kyemon U Thaung (1926-2008), a Burmese veteran journalist in exile’s 60th Anniversary Journalism Career

One of the Burmese regime’s most wanted journalists in exile, as well as one of most controversial figures among his contemporaries in Burma, Kyemon U Thaung’s had remarkable life demonstrating a journalist’s struggle in military-ruled Burma since its early beginning. This 2 part series radio program, 60 Years of Life and Struggle in Burmese Journalism 1947-2007, were aired from Radio Free Asia’s Burmese Service on Feb 28, 2007 and March 1, 2007.

Sayagyi U Thaung passed away at his residence in Fort Lauderdale, Florida on April 3, 2008. He was 82 and left unfinished books and articles for foreign Burmese broadcast radios including RFA.
